Any actresses try to be a Silk Smitha, wants to wearer any dress very well below navel. If wearer a saree try to dress it very low hip position as you can and show the navel without any kind of cover. If the belly or navel fat or slim it not problem the main thing is the way of dress the (specially) saree and other things. I think the Mumtaj (Tamil) can be good competitor in present, but she still not wearer the depresses “very well below navel”.
