  1. If you want to just READ webpages which have thamizh scripts/content in it, all you need is a single font - 'TSC_Avarangal' - and you can download that fontfile(.ttf) from here :

  Bot those links may require you to join a yahoo group - like 'tscii' or 'santhavasantham'. Joining these yahoo groups takes just a minute. Then, you can download that font file.
  
  
  2. If you want to WRITE/POST thamizh script/content here, you may want to download and install the
  'e-kalappai' tool from here :

  3. You can now download a thamizh transliteration tool- 'TAMIZ1.exe' - (english to thamizh & vice versa) - from the yahoo group 'santhavasantham'.
  
  This tool would help you to convert transliterated 'english words' into equivalent thamizh words.
  
  Just join the 'santhavasantham' yahoo group and download this file from the files section of that group.
