In Tamilnadu a normal person cannot get a FIR or his case registered unless he/she pays Rs.1000 to 2000/-. Police stations are big business centres.
Over that most of the cases are solved with the power of money in Panchayat way by police themselves. In most cases complainant is threatened by police itself and often threatened to be arrested by planting cases, so no body prefers going to Police station. A normal inspector in Tamilnadu police station makes nothing less than 50000 to 200000 a month depending on the locality.
There are nearly 1000 rape cases goes unnoticed here and nearly 100 rapes are hapenning in police station itself in remote areas. We would have heard of nearly 10 custodial rapes in Chennai city alone in last few years, that we know because it is big city, but what about rural areas, everything goes unnoticed. What administration or government is doing by involving such mafia police in Tamilnadu. I am not writing this to degrade the state , but tobring out some facts, It is happneing in other states also. But now Tamilnadu isgoing beyond control in every crimes.

Such police eats up lot of money specially when there are cases involved with MNCs, foreign banks(regs.to Credit cards),insurance FIR and when accused is financially stronger-the complainant is often taken for ride and threatened and sometimes punished by forging dubious cases.

  May be Tamilnadu police wants to give conservative statistics so it looks good on national front. But fact can be far different which may be simple brainwash to the State govt.
  I have heard of planting drugs by policeman when they want to take revenge with any voice raiser.
  But rapes are certainly highest though it may not show in statistics unlike Delhi where every rape case is bought to books.

  This is very true fact you highlighted. But you cannot say only Madras, even ORissa , U.P, Bihar is also equally bad where Police is only the rule and one has to follow organized police mafia.
  We can say some states in India are not democratic or under military rule but they are under police rule./

  IT is not first incidence of rape by army or police!
  
  In North-east every day there are rapes which goes unnoticed.
  If girl reports then it is big problem-her father/brother being labelled as terrorist.
  so they have to shut.
  
  It is major fault of our law and job security system.
  
  Why the heck this army have to fear of committing such rapes?
  
  They know punishment will never come,at the most loose job.
  
  Imagine committing such rapes in Singapore, China,Korea or any country. You will loose job, that is just because u are not fit for it,but more than that you will be punished very severly. But in India accused come out by bribing law, or by loopho*les of law. And the law makers, implementors continue to drag the case just to remain in job & to get their salary from public money.A normal Indian judge will pull case for 20 years also or till his life time.
  
  How many gets punished? In kashmir 16 years old girl was raped by three army man? what happned to that? probably her brother would have been declared terrorist!
  
  Total misuse of power in any form of Indian bureaucracy. Over that Corruption covers all the crimes.
  
  It is easy to commit rape by just paying 5000 rs to inspector of police.
  
  Have you heard of rape in police station anywhere in the world? shame shame....
  
  Is any female so unsafe with Police and Army anywhere in the world?
  
  JOB SECURITY, MISUSE OF POWER,NO FEAR OF LAW, CORRUPTION ARE MAJOR ROOT CAUSES OF EVERY INDIAN BUREAUCRAT BEING CARELESS,IRRESPONSIBLE TO THEIR DUTY.

  FIR is problem if it is given to complainant, It is easy to solve the problem of both the parties by
  dirty-panchayat by police. Whoever pays more to police wins the game.

  I have seen most of the Tamilians are beaten up by Punjabis and Sindhis in any place by the time tamilians are busy in wordy duals and tongue twist whota dey , ummmale. It takes 23 minutes for Tamilians to raise to the occasion, and prepare with the wordy and tongue below the teeth. By that time they get few blows and start bleeding.

  5 minutes for calling all the supporters around!
  
  7 minustes for folding loongi to quarter size above the thighs.
  
  8 minutes for using all sort of impressive words to threaten the opposite party, whota dey ummmmale etc, ung umma ppppoooooleee etc.
  
  3 minutes for roaring & barking after they get hit by few fists blown by Sukka rotti Punjabi and sindhis right after they finish their loongi to quarter size.
  
  after 23rd minute they all runaway. I still wonder how karate originated from Tamilnadu?
  Poor Tamilians... I pity for them.
  
  I know there will be many fall downs and breaking of their monitor screen after they read by post. But there is some-reality in it if not full.But i need to write the truth even if it hurts. It is my moral responsibility to bring the facts out, so that next time Tamilians can bring down their warming up time to get better results.Sorry about that!

  Tamilnadu police is corrupt and manipulative. They believe in favouring more who pays more. Your heavy pocket can decide the police's action and reaction. That is how Indian police law work.s
