All Expert - Water Works Engineers, Hydraulic Engineers, Sanitary Engineers, Roadway Engineers & Environmental Engineers, of Tamil Nadu should team up and form a “Private Organisation” with personnel “firmly dedicated to develop the Infrastructure Facilities of Tamil Nadu”, without entirely relying on the Government to solve all the country’s problems.

They should do a very dedicated service in this direction “with the ruling Government’s Approval”, but remaining as a private & non political - “Tamil Nadu Infrastructure Development Organisation”, free of any political interference.

Initially they can collectively study and workout best Systems to put a permanent end to the Water Crisis - not only in Chennai but throughout Tamil Nadu, and in this connection should “necessarily seek” also the expertise in this field from the higly developed Foreign Countires of the West and the East, to obtain the most recent and latest Technologies.

They must approach all the World Development Funding Organisations & NGOs in this connection, and obtain adequate Funds “keeping within the countries’s laws”, and ensure that all people of Tamil Nadu receives crystal clear water in the Pipes Lines of their Houses throughtout the year.

Similerly this Organisation should concentrate in providing modern Drainage Systems, Sewege Systems, RoadWays (with beautifull Pavements & Walkways), & Polution Prevention Systems (of all types) with the assistance of World Funding Organisations.

This will speedily take Tamil Nadu towards the third millenium development of the World, to some measure.

  My Take.. a long boring one for those who are interested...
  
  The era of Big Government is coming to passe in western countries. Currently US has started talking about a lean and efficient Political and beauracratic model. For several years, US economic model forecast was/is based on Keynesian, Philips Curve based demand vs. supply model. This helped forecast inflation and help economy grow. Only during Regan times, Supply side economics was followed which helped revolutionize the technology industry.
  
  In Short, Demand Creates Queues and Supply gets rid of them. In India we have lots of Q's. Political model does not have to go thru an evolutionary process. Adopt and implement a Lean and efficient Political organization/ Task Force leaning towards supply side. To accomplish this
  
  a) Privatize PWD, Housing Board and Various Roadways. If KPN roadways can run an efficient service, better than the subsidized Thiruvalluvar, then it speaks volumes for the big govt. inefficacy. The whole state's policy making should driven towards improving the economy. There should not be any Free Lunch. By simply privatizing, you'll bring down the corruption level substantially. Rate and Intensity of bribery is directly proportional to the number of government institutions. After top down privatization only a few governing bodies should remain under the Govt. control.
  
  b) Create a governing body, which will just provide guidelines to various business initiatives. Provide business friendly guidelines.

  e) Get Rid of protectionist Laws, regulation and price fixing. It is hazardous to economic development. Coffee was not allowed to export. The govt. feared, that there will not be much coffee left for the local consumption. However, Indian coffee fetched better rates in western countries. This artificial suppression, created a black market. It was impossible to make a profit with the govt. set price for coffee. When Coffee was opened up to international market, it fetched 10 times more price and we are not deprived of our caffeine either. Imagine the amount of foreign trade we have lost because of a myopic policy. (The land price shot up thru the roof, which made Sasikala acquire 1000 acres of property thru force.).
  
  f) Provide an environment where Creativity and innovation thrive. I do not know how, but to bring a self esteem back we need people like C.V Raman's from all social clans. Raman Amps is very much used in today's Fiber optic world and is gaining acceptance over EDFA.
  
  g) Law and Order: One of the Key functions that will reside with Govt. after privatization is Law enforcement. A total Top down revamp is necessary. Public executions for insidious crimes like, burning students in bus should be ruthlessly executed and televised. There must be fear to obey Law and order.
  
  h) Remove Reservation policy. Once everything is privatized, then there is no quota system for jobs. In education system at least combine OC, BCs into one and leave the SC/ST alone, though I would prefer abolition of the reservation system in its entirety. Most of us hang on to this, is because of the fear of you know what?.

  i) Peg TN performance in Nasdaq: Create a TN Performance Index, based on various public companies that have a major business interest in TN. Float this index in Nasdaq at B'lore. The market as we know can be rigged, esp. if politicians are involved, if it is traded in NSE or BSE. NASD which itself is going to go public, has visibility all over the world. So it is at the best interest of NASD, to prevent any scandal in the international scene, that might undermine the credibility of the exchange. Provide options to the political party MP's and MLA's of TN plus the downsized governing bodies. At the end of the tenure, the politicians can exercise their options and cash out. This will give a great incentive to the politicians to work for TN best interests, provide a business friendly environment, go out market and solicit business. Instead of swindling people's money and depriving them to make their lives better, this scheme provides a way for politicians to work for the betterment of the people and also reap great rewards and satisfaction. In short, corporatize TamilNadu without Selling out.

  I THINK PEOPLE WHO SUPPORT RESERVATION POLICY IN TN ARE BIG HIPPOCRATES. BRAHMINS WHO SPEAK TAMIL ARE CONSIDERED "OPEN CATEGORIES" BUT MANY TELUNGU AND URDU ETC SPEAKING PEOPLE TAKE BC QUOTA FOR RESERVATION IN TN. AND THESE PARTIES CLAIM THEY ARE TRYING TO PROMOTE TAMIL...?????
